The Integrity Commissioner is an independent and impartial position, appointed by Council by By-law No. 4716, who has the power to assess, investigate and make recommendations regarding complaints respecting alleged contraventions by members of Council, members of committees of Council or local boards of the following:
- Code of Conduct
- Municipal Conflict of Interest Act
- any policy, procedure, or by-law adopted by Council governing the ethical behavior of the Member.
What are the main functions of the Integrity Commissioner? |
The Integrity Commissioner carries out the following core functions:
- Advisory: Provides confidential written and oral advice to members of Council, members of committees of Council or local boards about their individual cases respecting the Code of Conduct and other by-laws, policies or procedures governing ethical behaviour, including general interpretations of the Municipal Conflict of Interest Act, and provides Council with general opinions and advice as ethical issues arise.
- Investigative: Assesses and investigates complaints about breaches of the Code of Conduct made by individual(s) or by Council.
- Adjudicative: Determines whether a contravention has occurred by a member of Council, member of a committee of Council or local board and may recommend to Council, through a formal report, penalties or sanctions for that member ranging from suspension of remuneration to a reprimand or apology.
- Educational: Provides education to members of Council, members of committees of Council or local boards, through group training, one-on-one meetings and annual reports to Council.

How do I file a complaint with the Integrity Commissioner? |
Any person may file a formal complaint with the Integrity Commissioner by submitting the following prescribed form(s) to the Clerk:
